Who is the Worst Offender?

In the past week, events and attention to the International Parental Abduction issue has been raised on a few different fronts. But to begin, a brief history lesson is needed to explain the extreme disappointment and frustration the American parents of abducted children deal with every single day.

Between the years 1978 to 1981 17 Japanese children were abducted by North Korea. Five of these children have been returned to their home. For over 30 years Japan has asked for the United States assistance in calling on North Korea assist in learning the fate of these children.  With the assistance of the United States, 5 children have been returned to Japan and seven children have been reported as having passed away.  The remaining 5 children are still unaccounted for. 

Since 1994 over 350 American children have been abducted TO Japan.  This number does not take into account the thousands of American children abducted off of US military installations in Japan nor the number of abductions from other countries from around the world.

NOT 1 ILLEGALLY ABDUCTED AMERICAN CHILD HAS EVER BEEN RETURNED BY JAPAN.

So, who is the worst offender, North Korea for abducting 17 Japanese children and returning 5?

Or Japan for abducting thousands and returning zero?
